California Vehicle Code Section 21458 standardizes curb-paint colors statewide - red (no stopping, standing or parking), yellow (loading), white (loading/unloading of passengers), green (time-limited parking) and blue (disabled parking). Because curb colors carry these legal meanings and are installed by the county, a property owner painting their own curb red or otherwise is not authorized to create an enforceable parking restriction. Within designated county parking lots, Section 11.08.007 similarly requires that restricted areas be 'clearly marked as to the restrictions imposed' with posted signs at every entrance and exit. Residents wanting a curb marked or a restriction added should contact the Glenn County Public Works Agency rather than painting a curb themselves.
Parking in violation of an official curb marking installed by the County Road Commissioner under Section 11.08.005 (for example, in a red zone) is a parking violation under Chapter 11.08, with civil fines set by Board resolution. Unauthorized private curb painting does not create an enforceable restriction and may itself be treated as unauthorized work or defacement in the public right-of-way.
