Driveway design, off-street parking spaces, and curb-cut work in Napa are governed by Napa Municipal Code Title 17 Chapter 17.54 (Parking) for the dimensional and surfacing standards, the Title 17 zoning setback rules for what can be parked there, and Napa Public Works Standard Specifications for curb-cut encroachment work. The minimum residential driveway length where the driveway is used to satisfy a required parking space is 20 feet (for a roll-up garage door or carport). Parking in any required front or side setback is limited to the approved driveway surface.
Napa regulates driveways at three layers. (1) Title 17 zoning β parking facility standards: NMC Chapter 17.54 (Parking) sets minimum off-street parking ratios by land use, dimensional standards for spaces, aisles, and driveways, and surfacing requirements. The minimum driveway length for single-family detached and similar residential uses where the driveway is used to satisfy a required parking space is 20 feet, measured from the back of the public right-of-way to the face of a roll-up garage door or carport. NMC Β§17.54.170 (Parking facility requirements) specifies surfacing, drainage, and design rules. (2) Title 17 zoning β setback storage: the Zoning Ordinance prohibits parking or storing any motor vehicle, motor home, recreational vehicle, boat, trailer, airplane, vehicle parts, or salvaged/building materials in any required front or side setback. Front-yard vehicle parking is allowed only on the approved driveway surface, not on bare dirt, lawn, or unimproved gravel. (3) Public Works / right-of-way: cutting a new curb to install a driveway approach, widening an existing curb cut, or modifying the sidewalk in the public right-of-way requires an encroachment permit from the Napa Public Works Department. The driveway approach must conform to the City of Napa Standard Specifications and Standard Drawings (street standards). (4) State accessibility: under California Vehicle Code Β§22500(l), no vehicle may stop, stand, or park in front of a curb that has been cut down, lowered, or constructed to provide wheelchair accessibility, even in front of one's own home. (5) Building Code: new construction and ADUs are subject to the California Building Code and CALGreen as adopted in NMC Title 15, including driveway slope, accessibility, and stormwater controls.
Constructing or modifying a curb cut without a Napa Public Works encroachment permit can require removal and restoration at the owner's expense and refusal to inspect related work. Parking on unpaved front-yard areas, or storing vehicles outside the approved driveway in a required setback, is a Title 17 zoning violation handled by Napa Code Enforcement with notices of violation and administrative citations. Required off-street parking that is built without proper surfacing or fails the driveway-length standard cannot pass final building inspection through Community Development.
