Commercial vehicle parking in Napa is regulated through layered authority. (1) State-law baseline: California Vehicle Code Β§22500 prohibits stopping or parking in specified locations citywide, and CVC Β§22507.5 authorizes local agencies to prohibit parking of commercial vehicles in excess of 10,000 pounds GVW on residential streets between 2:00 a.m. and 6:00 a.m. via ordinance and posted signs. (2) Napa's main oversized-vehicle rule: NMC Β§10.36.070, fully rewritten by Ordinance O2024 (effective January 17, 2025), prohibits any 'oversized vehicle' β defined as any motorized or nonmotorized vehicle exceeding 20 feet in length, or 85 inches in width, or 85 inches in height (mirrors and accessories included) β from stopping, parking, or standing on any public street, alley, or right-of-way for more than 4 consecutive hours, after which it must relocate more than 1,320 feet for 72 hours. The definition expressly captures buses (CVC Β§233), trailers and semi-trailers (CVC Β§630), boat trailers and stand-alone boats, trailer coaches (CVC Β§635), and recreational vehicles. (3) Exemptions: oversized vehicles actively making pickups or deliveries adjacent to the receiving property are exempt for the duration of the activity. Fully permitted and licensed food trucks open for business are exempt, but only when not parked immediately adjacent to a residentially-zoned property. Emergency, public-safety, and government vehicles, and disability-program-registered vehicles parked at their registered address, are also exempt. Vehicles being repaired under emergency conditions are exempt for up to 8 hours. (4) Tow authority: vehicles in violation may be removed under California Vehicle Code Β§Β§22650 et seq.
Parking a commercial vehicle, food truck, trailer, bus, or other oversized vehicle on a Napa street, alley, or right-of-way for more than 4 consecutive hours without relocating at least 1,320 feet is a citable violation of NMC Β§10.36.070 and the vehicle may be removed by Napa Police under California Vehicle Code Β§Β§22650 et seq. The 72-hour rule under NMC Β§10.36.090 / CVC Β§22651(k) applies independently. Long-term storage of a commercial vehicle on a residential lot without a valid home-occupation entitlement may also be a Title 17 zoning violation.
