Napa does not impose a citywide overnight parking ban on passenger vehicles. On most residential streets, vehicles may park overnight provided they comply with the 72-hour rule in Napa Municipal Code Β§10.36.090 (as amended by Ordinance O2024 effective January 17, 2025), which requires that any vehicle move at least 1,320 feet (one-quarter mile) every 72 hours (or 100 feet if it is DMV-registered to that street). Restricted residential permit zones (NMC Β§10.36.260) limit weekday daytime parking around schools, and the 4-hour oversized-vehicle rule (NMC Β§10.36.070) applies to RVs, trailers, and commercial vehicles around the clock.
Napa takes a non-restrictive approach to overnight on-street parking for ordinary passenger vehicles. (1) No citywide ban: unlike many California cities, Napa has not adopted a general municipal prohibition on overnight residential parking. Residents and guests may park overnight on most residential streets. (2) 72-hour limit (rewritten by Ordinance O2024): NMC Β§10.36.090(A) prohibits any vehicle from parking on a street or alley more than 72 consecutive hours. Β§10.36.090(B) defines what counts as relocation: a vehicle is in violation if it has not moved more than 1,320 feet (one-quarter mile) for the subsequent 72-hour period. Vehicles DMV-registered to an address on the same street need only move more than 100 feet for the subsequent 72-hour period; operational vehicles registered and parked immediately adjacent to that address are exempt from the minimum-movement requirement when the address has no driveway, garage, or other legal on-site parking. (3) Tow authority: NMC Β§10.36.090(C) authorizes removal by the police department under California Vehicle Code Β§Β§22650 et seq., consistent with CVC Β§22651(k). (4) Local time restrictions: signed no-overnight zones, designated school-area permit zones under NMC Β§10.36.260, and the 4-hour oversized-vehicle restriction under NMC Β§10.36.070 apply on top of the 72-hour baseline. (5) Hills: NMC Β§10.36.170 requires wheels to be blocked when parked unattended on a grade over 3% in a business or residence district. (6) Living in vehicles: California state law and local City Council action affect overnight habitation in vehicles; check current City policy for safe-parking and OVH programs.
Vehicles in violation of the NMC Β§10.36.090 72-hour rule are subject to tow under California Vehicle Code Β§Β§22650 et seq.; routine 72-hour citations run roughly $50β$80, plus tow and storage fees. Parking in violation of a posted no-overnight sign, a Β§10.36.260 restricted residential parking zone, or the 4-hour Β§10.36.070 oversized-vehicle rule is independently citable. Heavy commercial vehicles parked in violation of a posted CVC Β§22507.5 overnight restriction face the same citation/tow framework.
