Solano County Code Section 28.94 sets driveway and parking-access standards in the unincorporated area: a two-way driveway must be at least 18 feet wide, any driveway at least 10 feet wide, and required residential parking spaces a minimum of 9 by 18 feet. Connections to County roads require an encroachment permit from the Director of Transportation.
Driveway and on-site access standards for unincorporated Solano County are set in the Zoning Ordinance's parking section, Section 28.94. Under subdivision (G), the minimum width of a driveway serving two-way traffic is 18 feet, and the minimum width of any driveway is 10 feet, unless the Fire Code requires more. Subdivision (H) adds that emergency-vehicle access roads and lanes must have an unobstructed width of at least 20 feet and vertical clearance of at least 13.5 feet for fire apparatus. Required residential parking spaces must be at least 9 feet wide by 18 feet long (subdivision C). Parking areas must be surfaced and maintained per subdivision (F): year-round parking areas are to be paved with asphaltic concrete or equivalent, while low-intensity or periodic-use areas may use gravel, subject to disabled-access requirements under the Building Code. Any new connection between a driveway and a County road must meet the encroachment-permit requirements of the Director of Transportation under Chapter 24, which generally include paving the connection within the County road right-of-way; the width, placement, and construction of curb openings also conform to the Director's requirements (subdivision D). Spaces should be located behind the front-yard setback line.
Constructing a driveway, curb opening, or road connection that does not meet Section 28.94 standards or lacks a required encroachment permit under Chapter 24 is a code violation subject to County enforcement, and a non-permitted encroachment on a County road may be removed at the owner's expense.
