Full Breakdown

Solano County treats junk and abandoned vehicles as public nuisances under Chapter 6.5, enacted under California Vehicle Code Sections 22660 through 22664. Section 6.5-14 makes it 'unlawful and a misdemeanor' to abandon, park, store, or leave any licensed or unlicensed vehicle (or parts) in an abandoned, wrecked, dismantled, or inoperative condition on private or public property in the County for more than 10 days, unless it is completely enclosed within a building. Exceptions in Section 6.5-15 cover vehicles fully enclosed and not visible, and vehicles kept by licensed dismantlers, dealers, junk dealers, or as necessary for agriculture or a lawful business.

The County's Environmental Management Director administers and enforces the program (Section 6.5-17). Abatement follows a defined process: a 15-day notice of intention to abate is mailed by certified mail to the land owner and vehicle owner (Section 6.5-23), the owner may request a hearing within 10 days (Section 6.5-25), and after the hearing or waiver the vehicle is removed to a dismantler or scrap yard (Section 6.5-28). The County recovers administrative and removal costs, which if unpaid within 30 days become a special assessment on the parcel collected as taxes under Government Code Section 25845 (Section 6.5-31). A presumption of abandonment applies to vehicles missing essential parts on a highway (Section 6.5-13).

Violations & Fines

Violating Chapter 6.5 is a misdemeanor punishable by up to six months in the county jail, a fine up to $500, or both (Section 6.5-33). The owner is also liable for administrative, towing, impound, and title-search costs, which may be assessed as a tax lien on the property if unpaid within 30 days (Section 6.5-31).
