On the supply side, Milpitas promotes EV charging through its building program: the City's green building reach code and CALGreen checklists require new multifamily and nonresidential developments to provide EV-ready or EV-capable parking spaces and a share of installed charging stations. The City publishes permit and policy guidance, including a Multi-Family Electric Vehicle Charging Station policy, through its Building Safety office. Because the charging-stall parking restriction is a matter of state law, enforcement and towing follow Vehicle Code Section 22511 rather than a Milpitas-specific code section.
