Ramsey County does not designate on-street loading zones — cities do. St. Paul establishes and signs loading zones under its parking code, and parking a non-loading vehicle there is prohibited.
On-street loading zones are created and enforced by cities, not Ramsey County. In St. Paul, loading zones are established by the city under Title XV (Parking) of the Legislative Code, and § 157.03 prohibits stopping or parking in places designated for other uses; only vehicles actively loading or unloading may use a marked loading zone. Time limits and hours are shown on the posted signs. Suburban cities set and sign their own loading zones. On Ramsey County park property, vehicles must use designated lots and areas rather than any general loading zone. Follow the posted signs and your city's parking code.
Improper use of a St. Paul loading zone is a parking violation subject to citation and, for unauthorized vehicles, towing at the owner's expense.
