Ramsey County has no countywide overnight on-street parking ban — cities set it. St. Paul allows overnight street parking except during a Snow Emergency, but no car may stay in one spot more than 48 hours.
Overnight parking on public streets is a city matter in Minnesota; Ramsey County does not regulate it. St. Paul does not impose a blanket overnight ban, but it prohibits leaving a car in the same on-street location for more than 48 hours, and its Snow Emergency plow-route bans run overnight (Night Plow Routes, 9 p.m. to 7 a.m.). In Ramsey County regional parks, overnight parking is effectively barred because parks close: park and trail hours are 30 minutes before sunrise to 30 minutes after sunset, and vehicles may park only in designated lots. Suburban cities may have their own overnight rules.
St. Paul cars over the 48-hour limit or parked during a Snow Emergency are ticketed and subject to tow. Vehicles left in county parks after closing may be tagged or towed.
