Santa Barbara's loading-zone rules are in SBMC Chapter 10.48. Yellow curbs are freight loading zones limited to 30 minutes for commercial vehicles (7 a.m.-6 p.m. except Sunday), and white curbs are passenger loading zones limited to three minutes. No more than half a block's curb may be reserved for loading.
The City of Santa Barbara designates and regulates loading zones under SBMC Chapter 10.48 (Stopping, Standing and Parking - Time Limits and Loading Zones). Loading zones are marked with yellow paint stenciled with black 'loading only' lettering on the curb top, and passenger loading zones with white paint stenciled 'passenger loading only' (SBMC 10.48.040). The City caps loading-zone footprint: under SBMC 10.48.040, no more than one-half of the total curb length in any block may be reserved for loading-zone purposes. Yellow loading zones (SBMC 10.48.060) mean no stopping, standing, or parking between 7:00 a.m. and 6:00 p.m. of any day except Sunday (unless posted otherwise) for any purpose other than loading or unloading passengers or freight; loading must not exceed the time necessary, and in no event may a commercial vehicle loading freight exceed 30 minutes, during which the vehicle may not be left unattended for longer than 10 minutes. Noncommercial vehicles in a yellow zone are limited to three minutes and may not be left unattended. White passenger-loading curbs (SBMC 10.48.041 / 10.48.070) allow stopping only for loading or unloading passengers and not exceeding three minutes. These city rules are stricter and more specific than the general California Vehicle Code, which the City supplements rather than replaces.
Overstaying a yellow freight loading zone beyond 30 minutes (commercial) or three minutes (noncommercial), or leaving a commercial vehicle unattended beyond 10 minutes, violates SBMC 10.48.060. Overstaying a white passenger-loading zone beyond three minutes violates the white-curb rule. These are parking citations issued by Police Parking Enforcement.
