Santa Barbara's own Municipal Code Title 10 governs on-street parking, layering posted time limits, colored curbs, and street-sweeping enforcement on top of the California Vehicle Code. Posted limits are set by the Transportation Engineer under SBMC 10.48.020, and Parking Enforcement patrols permit areas for overtime and missing permits.
The incorporated City of Santa Barbara administers street parking under Title 10 (Transportation and Parking) of its Municipal Code, distinct from the County's Chapter 23. SBMC 10.48.020 provides that no person may park in any one block longer than the limit posted by the Transportation Engineer, so block-by-block time limits are governed by signage rather than a single fixed citywide limit. Colored curbs under SBMC 10.48.041 carry specific meanings: red means no stopping, standing, or parking at any time except as permitted by the Vehicle Code; green is no parking longer than 15 minutes between 9:00 a.m. and 6:00 p.m. except Sunday; white is for loading/unloading passengers not exceeding three minutes; blue is reserved for vehicles displaying a disabled placard or plate; and yellow is a loading zone (see SBMC 10.48.060). The City also operates designated residential Parking Permit Areas where Parking Enforcement cites vehicles for overtime parking or for not displaying a valid permit, in addition to all other violations. Street sweeping is enforced in signed sweeping areas, and that parking enforcement is canceled when sweeping is canceled for rain or holidays. Drivers should report blocked driveways or abandoned vehicles to the Police dispatch center at (805) 882-8900, and contact the Public Works Permit Counter at (805) 564-5388 for loading-zone or sign-change requests.
Most street-parking violations are parking citations enforced by the Police Department's Parking Enforcement. Correctable registration/equipment violations (CVC 4000, 5200, 5201, 5204) carry a $10 administrative fee if corrected by the 30th day; the Police service fee to sign off a fix-it ticket is $25. Vehicles parked beyond posted limits or without a required permit are cited and may be towed.
