Sacramento County Building Permits and Inspection Division requires permits for most non-cosmetic renovation work in unincorporated areas. Permit-exempt work includes painting, wallpapering, flooring replacement (without structural changes), and minor cosmetic repairs. Work that requires permits includes any structural modification, electrical work (adding circuits, upgrading panels), plumbing work (adding or relocating fixtures), mechanical work (HVAC installation or replacement), window and door replacement when changing the structural opening size, kitchen and bathroom remodels involving utility changes, and re-roofing. Permits are submitted to the Building Permits and Inspection Division at 916-875-5296. Structural work requires plans by a licensed architect or engineer. All work must comply with the current California Building Code (2025 codes effective January 2026). Inspections are required at designated stages including foundation, framing, electrical rough-in, plumbing rough-in, and final inspection. Projects in flood zones or other special hazard areas may require additional review and documentation.
Renovation work without required permits is a building code violation. The county may issue stop-work orders, require retroactive permitting with additional fees, and mandate opening of walls for inspection of concealed work. Unpermitted work can create complications during property sales.
