Elk Grove, CA Permit Requirements: Renovation Permits (2026)

Sacramento County Building Permits and Inspection Division requires permits for most non-cosmetic renovation work in unincorporated areas. Permit-exempt work includes painting, wallpapering, flooring replacement (without structural changes), and minor cosmetic repairs. Work that requires permits includes any structural modification, electrical work (adding circuits, upgrading panels), plumbing work (adding or relocating fixtures), mechanical work (HVAC installation or replacement), window and door replacement when changing the structural opening size, kitchen and bathroom remodels involving utility changes, and re-roofing. Permits are submitted to the Building Permits and Inspection Division at 916-875-5296. Structural work requires plans by a licensed architect or engineer.
