Garage sales in unincorporated Riverside County are regulated by Ordinance No. 593, codified as Code Chapter 5.28 (Garage Sales). A 'garage sale' means the sale of personal property on residential property and includes yard sales, home sales, and patio sales. No person, firm, association, or corporation may conduct more than three garage sales during any period of 12 consecutive months, and no more than three garage sales may be conducted upon any lot or parcel during any 12 consecutive months. Each sale may run no longer than three consecutive days and may not be conducted between the hours of 8 p.m. and 8 a.m. Regarding signage, the ordinance permits signs only on the premises where the sale is held, with no more than one unlighted sign that does not exceed 4 square feet in area, displayed not more than 5 days immediately preceding the sale and removed at or before the close of the last day. Signs placed in the public right-of-way may be removed immediately and without notice. The ordinance does not require a permit or business license for a qualifying residential garage sale. Sales by charitable or religious organizations whose proceeds are used solely for charitable or religious purposes are exempt from the ordinance's restrictions.
Exceeding three sales per lot or per person in 12 months, running a sale beyond 3 consecutive days, selling outside 8 a.m.-8 p.m., or violating the sign limits violates Ordinance 593 / Chapter 5.28 and is enforceable as a code violation.
