Richmond City Code 90-40 requires property owners and occupants to clear snow and ice from sidewalks abutting their property within 6 hours after snowfall ends (daylight hours). Nighttime snow must be cleared by noon next day.
Applies to all public sidewalks adjacent to residential and commercial properties. Corner lots must clear sidewalks on all street-facing sides and clear curb cuts at crosswalks where reasonable. Ice that cannot be removed must be covered with sand, ashes, or approved ice melt. Elderly and disabled residents may request assistance through community programs.
Failure to clear: $100 civil penalty per occurrence. City may arrange clearance and bill the owner.
