Chapter 15 Property Maintenance treats accumulated trash and improperly stored containers as a property-maintenance violation; in multifamily buildings of four or more units, container storage areas must be of fireproof construction with 2-hour-rated walls and partitions. Chapter 21 Solid Waste Management then governs what containers can be used and when they may be placed at the curb. The Edison Department of Public Works publishes the rule directly: only supplied or approved containers will be collected, and 'cardboard, paper or plywood drums' are treated as garbage rather than as containers. Cans must be placed at the curb on the morning of collection (by 6:00 a.m. for recycling pickup) and obstructed cans will not be serviced. After collection, residents are expected to return cans to a screened or side-yard location. Visible storage of trash cans in a front yard between collections is generally a Chapter 15 property-maintenance violation in the township's residential zones. Bulk items and 'special pickup' materials may only be set out after the resident has called Public Works at (732) 248-7288 and received a confirmation number; anything placed curbside without a confirmation will not be collected and the homeowner becomes responsible for disposal.
Chapter 15 / Chapter 21 violations carry $25 - $250 first offense under Β§1-5, with $200+ for subsequent offenses. Special-pickup items placed without a confirmation number are not collected, leaving the owner subject to a separate solid-waste accumulation violation if they remain at the curb.
