Escambia County bans permanent garbage-can racks or enclosures visible from the street; only a roll-out cart to the curb is allowed. Containers must be stored so they don't harbor rats or create a sanitary nuisance, and must be watertight and covered.
Section 82-7 prohibits any rack or structure to house garbage containers within sight of a street, though a garbage cart rolled to the curb is allowed. Section 82-134 requires owners and occupants to store solid waste to prevent harborage of rats or arthropod vectors or a sanitary nuisance. Garbage and putrescible waste must be kept in nonabsorbent, watertight, vector-resistant containers or sturdy bags (section 82-135). Household containers cannot exceed 32 gallons or 40 pounds and must have tight-fitting covers and handles (section 82-169).
Solid-waste violations are a second-degree misdemeanor under section 82-23; Code Enforcement may also issue written notices requiring correction within a stated time, and collectors may refuse defective containers.
