Escambia County has no ordinance prohibiting residential composting. However, section 42-196(a) of the Nuisance Abatement Ordinance makes any condition conducive to breeding rats, vermin, flies, or other disease-carrying arthropods a prima facie nuisance. Keep compost contained and turned, avoid meat and dairy, and manage moisture so the pile does not attract pests. Solid-waste collection is covered separately under Chapter 82.
A neglected pile that breeds rats, flies, or vermin is a prima facie nuisance under section 42-196(a) and can draw code-enforcement citations. The owner is liable once the condition has persisted at least 48 hours.
