Whether a blower is 'unreasonable' is weighed using the statutory factors in Sec. 42-64(b): the volume and intensity of the sound, the background noise, proximity to residential sleeping areas, the zoning of the area, the time of day, and the duration. Early-morning or repeated prolonged blower use near homes is most likely to draw a complaint.
