Unincorporated El Paso County Land Development Code requires solid waste containers to be stored behind the front building line, inside a garage, or behind an opaque fence or screen. Bins may be placed at the curb no earlier than 6:00 PM the evening before collection and must be removed within 12 hours after collection (typically by the evening of pickup day). Bins must have closed lids and not be overflowing. In bear-active areas of western El Paso County (Ute Pass corridor, Black Forest foothills, Cheyenne Canyon, Old Colorado City foothills), bear-resistant containers certified by the Interagency Grizzly Bear Committee (IGBC) are required from April 15 through November 15, OR bins must be stored inside a garage or bear-resistant enclosure overnight. Waste haulers serving the county include Waste Management, Republic Services (Bestway), Springs Waste Systems, and Bailey's Trash Service β each has service-area-specific rules. Commercial dumpsters require opaque screening per LDC Chapter 6 design standards. HOAs (Flying Horse, Briargate, Cordera) commonly impose stricter rules.
First occurrence: warning notice. Second: $25-$100 fine. Repeated violations: code enforcement action up to $500 per occurrence. Bear attractant violations during active season: separate $50-$500 fines under county and CPW authority.
