020, part of the zoning code's supplemental standards adopted by Ordinance No. 1742 on January 14, 2020, does not stop a Fountain property owner from parking a recreational vehicle, camper, motor home or similar trailer on a residential lot. 04's zoning-district rules do not otherwise allow, unless the vehicle is located inside a city-approved RV park and follows that park's rules along with the rules of the underlying zoning district. 020(H), adopted February 13, 2024 as an amendment to the state Model Traffic Code, defines a 'specialized vehicle' to include boats, boat trailers, motor homes, travel trailers, fifth-wheel trailers, camping trailers, truck campers, horse trailers and utility trailers, and bars parking or storing one in the same public right-of-way location for more than 72 hours in any one-week period.

Moving the vehicle along the same right-of-way to dodge the clock, or moving it away for less than 24 hours, does not restart the 72-hour count under the ordinance's own terms. That right-of-way rule applies to city streets and public parking areas, not to a private driveway or yard, so an RV or boat trailer can sit in a resident's own driveway indefinitely as long as it is not being lived in, used as a storage building, or otherwise put to a use the zoning district does not permit.
