13's temporary-use provisions, adopted by Ordinance No. 1. That entry allows the use for up to two consecutive weeks at a time, limited to nonresidential and mixed-use zoning districts, with a single renewal available from the zoning administrator. 030(A), and the zoning administrator weighs whether the event complies with the required number of off-street parking spaces, whether it would jeopardize public health, safety or welfare, whether it creates an unreasonable adverse effect on nearby properties, and whether it would create hazardous traffic conditions or exceed the capacity of the roads serving it; only one temporary use is permitted per lot at a time.

Renewals beyond the single renewal listed in the table can be granted if the applicant shows special or extenuating circumstances, that strict enforcement would cause an unnecessary hardship unrelated to ignorance of the rules, that the extension requested is the minimum needed, and that it will not injure the use of the property or adjacent parcels; any additional extension cannot exceed double the time originally granted. 030(C) lets the zoning administrator revoke the permit in writing, effective immediately, for noncompliance with its terms, city ordinances, or state law.
