040(2) sets the unit-count ceiling for short term rentals: a property may have one permitted short term rental unit within each lawful dwelling unit on the lot, but no more than four short term rental units total on a single property. Where the property is a condominium or another building held in similar common ownership, each individual owner is limited to two short term rental units, and the code treats entities under common control as a single owner when counting how many dwelling units someone effectively holds, closing off a way to exceed the cap through related companies or family members.

060(4) then addresses occupancy within each approved unit: the number of guests cannot exceed the maximum permissible occupancy already set by the building, fire, health and safety codes that apply to the structure, rather than a separate short-term-rental-specific headcount. 29 operating rules read together with them, including a requirement to maintain weekly trash collection and keep containers out no more than 24 hours after pickup, off-street parking confined to driveways or authorized areas, and a posted permit with emergency contact information inside the unit.
