These rules are distinct from the day-to-day collection schedule, which is set by the County-franchised hauler (OC Waste & Recycling). Storage of refuse and waste anywhere on a property for more than seven calendar days is itself declared a nuisance (Sec. 3-13-3(f)(3)).
Improper trash-bin storage or screening is a Division 13 violation punishable under Sections 1-1-34 and 1-1-39 (Sec. 3-13-5) and is subject to the Division 14 abatement process. Leaving cans at the curb out of collection windows is enforced under Title 4, Sec. 4-3-45 as a common code violation. Keeping refuse/waste over 7 days is a declared nuisance (Sec. 3-13-3(f)(3)).
