Fullerton, CA Property Maintenance: Trash Bin Storage (2026)

Orange County's property maintenance standards for developed property (Sec. 3-13-7(9)) require that trash bins or dumpsters be kept within an enclosed building, a trash enclosure, or otherwise screened from public view to the maximum extent feasible. The ordinance prohibits overflowing trash bins or dumpsters caused by an inadequate number of bins or failure to request additional service from the hauler, and it prohibits the use of commercial trash bins for residential uses in the R-1 (single-family) zone. Trash enclosures themselves must be maintained free of significant cracks, dry rot, warping, deterioration, leaning, or missing panels (Sec. 3-13-7(10)). Separately, leaving trash cans visible at the curbside outside of collection times is cited by OC Code Enforcement as a common violation under Title 4, Sec. 4-3-45. These rules are distinct from the day-to-day collection schedule, which is set by the County-franchised hauler (OC Waste & Recycling). Storage of refuse and waste anywhere on a property for more than seven calendar days is itself declared a nuisance (Sec. 3-13-3(f)(3)).
