Owners and occupants are required to remove snow, ice, dirt, filth, weeds, rubbish or other encumbrances from property and adjacent sidewalks within 12 hours of accumulation. Trash bins must remain covered and stored properly between collections.
Chapter 235 Article I requires owners to keep their lots and adjacent rights-of-way clear of accumulations. Combined with the Chapter 235 Article III bin-storage rules and the Chapter 199 public-nuisance provisions, the city has broad authority to cite chronically untidy properties. The Director of Public Works may have city crews abate accumulations and charge the cost to the property owner.
Penalty: § 1-15 (up to $1,000 / 15 days per day) plus chargeback for any city-performed abatement.
