The City of Indio contracts an exclusive solid-waste franchise with Burrtec Waste & Recycling Services (franchise agreement effective June 15, 2022). Burrtec provides each home with automated carts at no charge; per the city's official Recycling Service Guide, 'Burrtec Waste & Recycling Services' automated refuse and recycling program only allows for disposal of materials placed inside the proper containers. Refuse, recyclables, or yard waste outside of your containers will not be picked up' (the sole exception being flattened, tied cardboard placed beside the recycling cart). Carts must not be overloaded: 'Maximum weight is 150 lbs. per barrel,' and hinged lids must be closed. The barrels remain the property of Burrtec, so residents are asked to leave them for the next occupant when moving. Replacement or additional recycling carts are supplied free by Burrtec at (760) 340-2113. Separately, the Indio Municipal Code's nuisance provisions (Chapter 12) treat accumulated 'rubbish' — including overflowing trash, litter, and containers left in public view — as a public nuisance subject to abatement. Damaged, missing, or stolen carts are reported directly to Burrtec, not the city. Storing carts so they create an unsightly appearance or attract vermin can be enforced as blight.

Carts or accumulated refuse left in public view that create an 'unsightly appearance' or harbor pests are a public nuisance under Indio Municipal Code Chapter 12, enforceable by Indio PD Code Enforcement with infraction fines escalating from $100.
