Under City of Lake Forest property-maintenance rules, trash and recycling carts must be stored out of view from the public right-of-way except during regularly scheduled collection. Carts are set out at the curb and removed promptly after pickup; the franchised hauler is CR&R.
The City of Lake Forest, an incorporated Orange County city, regulates how trash and recycling carts are stored and set out, separate from Orange County rules. The City's own guidance states that trash cans must be stored in an area not visible from the public right-of-way, except during regularly scheduled collection times. The City's franchised hauler, CR&R, Incorporated, instructs residential customers to place carts at the curbside no later than 6:30 a.m. on the collection day, to set the carts side-by-side approximately one foot apart and at least three feet from any obstruction (such as a mailbox, parked car, or another cart), and to remove the carts within 12 hours after service. Handles and wheels should face toward the home so the automated truck can grab the cart. Carts come in the Senate Bill 1383 standardized colors: black/grey for landfill trash, blue for recycling, and green for organics. The screening-from-view requirement is a City property-maintenance standard enforced by Code Enforcement; leaving carts visible at the curb on non-collection days can prompt a notice. For cart sizing, repairs, or replacement, residents contact CR&R; the City's Public Works Department is at (949) 461-3400.
Storing carts in view of the public right-of-way outside scheduled collection times can be cited as a property-maintenance violation by the City's Code Enforcement Division. Damaged carts should be reported to CR&R for repair or replacement.
