All enclosures and receptacles must be kept in a good state of repair, with secure lids and with gates and doorways closed between pickups. Improperly stored or unsecured cans are a code violation enforced by the City. Accumulations of refuse not in code-compliant containers are declared a nuisance under Code 4-1-5 and may be abated by the City Health Officer with the cost assessed against the property.
