Everything else - firecrackers, bottle rockets, Roman candles, mortars, skyrockets and any aerial or explosive device - meets the statutory definition of 'fireworks' and is illegal to possess, sell or use in Minnesota under MN Stat. 624.21. The statute also bars purchase by anyone under 18 (with photo-ID verification) and states that even legal items 'may not be used on public property.' Lakeville layers a local restriction on top: City Code 7-1-4-10 provides that, except with a permit from the city, no person shall within any park set off any fireworks or anything containing gunpowder or other combustible or explosive material. Public fireworks displays require a separate license and inspection through the Lakeville Fire Department.
Selling, possessing or using illegal (aerial/explosive) fireworks violates MN Stat. 624.21 and is a misdemeanor under Minnesota law, enforced by the Lakeville Police Department. Using even legal consumer fireworks on public property or in a city park without a permit violates state law and Lakeville City Code 7-1-4-10.
