Under RMC 15.06 development standards and RMC Title 9 solid waste regulations, residents must store trash, recycling, and yard waste carts in a manner that minimizes visual impact from the public right-of-way. Acceptable storage locations include: inside a garage, behind a fence or privacy screen, beside the house screened from street view, or within an enclosed trash storage structure. Carts stored in front yards in view of the street are a code violation. Carts may only be placed at the curb for collection no earlier than 6:00 PM the evening before the scheduled collection day and must be returned to the storage location within 24 hours after collection. For multifamily and commercial properties, dumpsters and collection areas must be screened under RMC 21.58 design guidelines with enclosures matching the principal building, gates to prevent wildlife access, and concrete pads. Carts must be kept clean and closed to prevent odors and rodent attraction. Lids must fully close; overfilled carts may be refused collection.
