RMC Chapter 6.32 applies the WAC 173-60 EDNA framework to industrial sources. Sound emitted from an industrial property (EDNA Class C) and received at a residential property (Class A) may not exceed 60 dBA during daytime (7 AM to 10 PM) or 50 dBA at night (10 PM to 7 AM). For sound received at another industrial property, the limit is 70 dBA at all hours. Redmond industrial zones include portions of Willows Road, SE Redmond, and parts of the Overlake mixed-use core where data center, biotech, and manufacturing operations may generate continuous mechanical noise, rooftop HVAC tonal hum, or truck-loading noise. Persistent industrial tonal or impulsive sounds (defined in WAC 173-60-040) carry a 5 dBA penalty, effectively lowering the allowable limit. Complaints are investigated jointly by Redmond Code Enforcement and Puget Sound Clean Air Agency when air quality is involved.
