BCC 9.18.030 adopts the Washington Administrative Code 173-60 environmental noise standards. Bellevue land is classified into three EDNA zones: residential (Class A), commercial (Class B), and industrial (Class C). Maximum permissible sound levels are set based on source and receiving EDNA. An industrial source (Class C) affecting a residential receiver (Class A) may not exceed 60 dBA during daytime (7 AM to 10 PM) and 50 dBA during nighttime. A commercial source (Class B) affecting residential must stay under 57 dBA day and 47 dBA night. Short-duration spikes are allowed: sound levels may exceed the limit by 5 dBA for up to 15 minutes per hour, 10 dBA for 5 minutes per hour, or 15 dBA for 1.5 minutes per hour. Heating, ventilation, and air conditioning (HVAC) equipment noise is a common source of complaint; new installations must meet these limits at the property line. Mitigation can include enclosures, relocation, or equipment replacement. Complaints are handled by Code Compliance at (425) 452-4570.
