Industrial sources into residential zones are capped at 60 dBA day and 50 dBA night under WAC 173-60 via ACC 8.28. The Boeing Auburn plant and Valley warehouses must meet these limits.
ACC 8.28 adopts the WAC 173-60 Environmental Designation for Noise Abatement (EDNA) table: when an industrial source (EDNA Class C) transmits noise to a residential receiving property (Class A), the limit is 60 dBA between 7 AM and 10 PM and 50 dBA between 10 PM and 7 AM. Industrial to commercial limits are 65 dBA day and 55 dBA night, and industrial to industrial is 70 dBA round the clock. The Boeing Auburn fabrication plant in the Auburn Valley, FedEx and Amazon distribution centers, and Green River Valley warehousing are classified industrial. Short-duration exceedances: 5 dBA over for 15 minutes, 10 dBA over for 5 minutes, and 15 dBA over for 1.5 minutes within any hour. Continuous industrial operations including diesel refrigeration units, air handlers, compressors, and forklift beepers frequently cause nighttime complaints in Lea Hill and Lakeland Hills receiving areas. Puget Sound Clean Air Agency handles air quality but noise complaints route through Auburn Code Enforcement.
Industrial noise exceeding WAC 173-60 receiving limits is a civil infraction under ACC 8.28. Chronic violators can face daily fines and ultimately land use permit review.
