Auburn City Code 8.28 adopts the full WAC 173-60 Environmental Designation for Noise Abatement (EDNA) framework. Every parcel is assigned an EDNA class based on zoning: Class A (residential), Class B (commercial), or Class C (industrial). The maximum permissible sound level depends on both the source class and the receiving class. For a residential receiver (Class A), daytime (7 AM to 10 PM) limits are 55 dBA from a residential source, 57 dBA from a commercial source, and 60 dBA from an industrial source. Nighttime limits (10 PM to 7 AM) drop by 10 dBA for residential receivers: 45 dBA, 47 dBA, and 50 dBA respectively. Commercial and industrial receivers have higher caps and no nighttime reduction. Short exceedances are allowed in any one-hour period: 5 dBA over for 15 minutes, 10 dBA over for 5 minutes, and 15 dBA over for 1.5 minutes. Measurements are taken on the receiving property using an ANSI Type 1 or Type 2 sound level meter. Auburn Code Enforcement and Auburn PD can make field measurements.
Exceeding WAC 173-60 limits at the receiving property line is a civil infraction under ACC 8.28. Aggravated or repeated exceedances can escalate to misdemeanor.
