BCC 9.18.030 and WAC 173-60 establish a matrix of permissible noise levels measured in dBA (A-weighted decibels) at the property line of the receiving property. For a residential receiving zone (Class A EDNA): residential source limit is 55 dBA day and 45 dBA night; commercial source is 57 dBA day and 47 dBA night; industrial source is 60 dBA day and 50 dBA night. For a commercial receiving zone (Class B): 60 dBA day, 55 dBA night from any source. For industrial receiving (Class C): 70 dBA day and night. Exceedances of 5 dBA are allowed for 15 cumulative minutes per hour, 10 dBA for 5 minutes per hour, and 15 dBA for 1.5 minutes per hour. Daytime is 7 AM to 10 PM; nighttime is 10 PM to 7 AM. Measurements use a Type 1 or Type 2 sound level meter. Some sources are exempt including emergency warning devices, permitted construction, temporary special events, aircraft in flight, and approved agricultural activity.
