Redmond decibel limits follow WAC 173-60 EDNA tiers: 55 dBA day and 45 dBA night for residential, 60 and 55 for commercial, 70 all hours for industrial. Enforced under RMC 6.32.
RMC Chapter 6.32 directly incorporates the Washington State Department of Ecology EDNA framework (WAC 173-60). Zones are classified as Class A (residential), Class B (commercial), and Class C (industrial). The permissible sound level depends on both the source and receiving zone. Source-to-receiver limits are: Residential source to residential receiver, 55 dBA day (7 AM to 10 PM) and 45 dBA night; commercial source to residential receiver, 57 dBA day and 47 dBA night; industrial source to residential receiver, 60 dBA day and 50 dBA night. Pure tones, cyclic noise, and impulsive sounds trigger a 5 dBA penalty. Short duration exceedances are allowed: any receiver may see 5 dB above limit for up to 15 minutes per hour, 10 dB for 5 minutes per hour, and 15 dB for 1.5 minutes per hour. Measurement must be made with an ANSI Type 1 or Type 2 sound level meter, A-weighted, slow response, at least 3 feet from any reflecting surface.
Civil infraction starting at $250 per violation. Chronic commercial or industrial violators face compliance orders and potential permit review.
