Under SPMC property maintenance provisions, trash and recycling containers must be placed curbside no earlier than 5 PM the day before scheduled collection. Bins must be retrieved and returned to storage no later than 8 PM on collection day. When not set out for collection, bins must be stored behind the front plane of the house or in an enclosed area (garage, side yard behind a gate) out of public view from the street. Bins must be placed at least 3 feet apart and 3 feet from mailboxes, utility poles, and other obstacles. Trash must not overflow from containers β all waste must be bagged and contained within the bin with the lid fully closed. The city's waste hauler provides containers; additional containers may be requested for a fee.
Bins left out beyond the 8 PM deadline receive a warning. Repeated violations result in fines of $50β$100. Overflowing trash or waste scattered around bins may be cited as a nuisance with $100+ fines. Bins stored visibly in the front yard when not set for collection result in code enforcement notices.
