Washoe County Code 50.308(8) makes it a public nuisance to keep building materials, appliances, debris, junk vehicles, or garbage stored outdoors in public view in unincorporated areas, unless screened or otherwise permitted.
Under WCC 50.308(8), "Outdoor storage of any building materials, appliances, debris-refuse-rubbish, junk vehicles, or garbage in public view except as otherwise permitted by this Nuisance Code" is a public nuisance. "Public view" (WCC 50.304) means plainly visible from the public right-of-way or a regularly used location; items enclosed within a structure or a lawful 6-foot screen (fence, wall, berm, or dense landscaping) are not in public view. Licensed vehicle-storage or dealer businesses under NRS Chapter 487, and county-permitted display vehicles, are exempt. The existence of debris-refuse-rubbish or garbage that harbors vermin or diminishes property values is separately a nuisance under WCC 50.308(6).
Code enforcement may cite the nuisance under WCC Chapter 125, require the owner to abate (screen or remove), and recover abatement costs.
