Carts left at the curb more than 24 hours after collection or visible from the street on non-collection days violate the city property maintenance standards under SMC 17C.110.230 and the Unified Development Code. Corner lots must screen from both streets. Commercial dumpsters require enclosure gates that remain closed when not being serviced. Cart lids must remain closed to prevent wildlife scavenging and wind-scattered debris. Overflowing carts, permanently exposed bins, or bins stored in front yards generate Code Enforcement complaints that begin with a courtesy notice followed by citations.
