SMC 10.08.030 prohibits junk storage. Weeds and grass over 10 inches tall are a violation. Chronic nuisance properties generating three or more substantiated nuisance complaints within 12 months can be declared chronic under SMC 10.08A, allowing abatement costs, enhanced fines, and potential receivership. The process starts with a courtesy notice, escalates to a formal Notice and Order, and may culminate in a municipal court hearing with daily fines. Property liens secure unpaid costs and fines.
