Abandoned property is itself a declared nuisance in unincorporated Spokane County. SCC 6.13.040(2)(K) lists 'any abandoned property' as a nuisance, and owners keep a running duty to maintain vacant land free of hazards and junk.
SCC 6.13.020 defines 'abandoned property' as property over which the person in charge 'no longer asserts control due to death, incarceration, or any other reason, and which is either unsecured or subject to occupation by an unauthorized individual.' SCC 6.13.040(2)(K) makes any abandoned property a nuisance, and 6.13.040(2)(J) covers stalled construction and buildings not 'secured closed to entry.' The duty to maintain runs with the land and binds future owners, so a vacant lot is not exempt from nuisance rules just because no one lives there. Unsecured excavations, pits, tanks and shafts on vacant land are separately declared hazards.
