Unlike many cities, Avondale's Property Maintenance Ordinance does not set a numeric grass-height limit; it uses a condition-based standard. City Code Section 14-170(h) makes it a violation for any owner or occupant of property fronting a street, alley or public place to allow grass or weeds characterized as uncultivated, unmaintained or overgrown - including the area between the property line and the street - when such conditions create blight, may harbor infestations, or are likely to become a public-health or fire hazard. Section 14-50 broadly defines 'weed' to include noxious species and dry grass, stubble or brush that may provide harborage for pests or become a fire hazard. Section 14-170(i) further requires the front or side yard of residential property that is in public view to not be absent of landscaping material, with all exposed dirt covered. The code also requires palm trees to be kept free of excessive dead or dry fronds that descend more than eight feet from the lowest living frond. Note: per the City's Code Compliance FAQ, overgrowth that is purely between two private properties (not affecting the public way) is treated as a civil matter the City does not enforce.
Civil penalties under Section 14-110: $250 / $500 / $1,000 for first/second/third violations in a 24-month period. Hazardous conditions not corrected within 30 days of a notice of violation may be abated by the City at the owner's expense, with costs becoming a lien (Section 14-140).
