City Code Section 14-200 requires all vacant structures, premises and vacant land to be kept clean, safe, secure and sanitary so they do not cause blight. Vacant land must be kept free of uncultivated, overgrown grass and weeds, and lots repeatedly dumped on must be posted 'no dumping' and physically secured.
Under Avondale City Code Section 14-200 (Vacant structures and premises), all vacant structures, their premises, and vacant land must be maintained in a clean, safe, secure and sanitary condition so as not to cause blight or adversely affect public health or safety. This includes the area between the property line and the street, which must be kept free of grass, weeds and other vegetation characterized as uncultivated, unmaintained or overgrown when those conditions create blight, may harbor infestations, or are likely to become a public-health or fire hazard. Parcels with existing undisturbed natural desert vegetation can be exempt where the code official finds sufficient separation from adjacent property lines. Unsecured vacant or abandoned buildings must be permanently boarded up to prevent entry, using board-up specifications available from Code Compliance, with any wood painted to match the structure. Vacant land or structures subject to dumping on more than one occasion must post 'no dumping' signs and be secured by permanent fencing, ditches or berms, or four-foot-high posts at four-foot intervals.
Enforced under Chapter 14 with civil penalties of $250 / $500 / $1,000 (first/second/third in 24 months) under Section 14-110. If a hazard is not abated within 30 days of a notice of violation, the City may abate it and assess costs as a lien against the property (Section 14-140).
