Routine rental properties without code issues are not required to register. N.C.G.S. §160D-1207 (formerly §160A-424) limits cities to inspecting rental properties only when there is probable cause or reasonable basis. The county building inspection agency (Mecklenburg County Code Enforcement) handles unincorporated areas and contracted towns. Towns of Davidson, Cornelius, Huntersville, Matthews, Mint Hill, and Pineville do not operate registration programs.
