The waiting list is opened periodically and prioritizes elderly, disabled, and homeless applicants. Tenants pay roughly 30 percent of adjusted income toward rent; MCHA pays the remainder directly to the landlord. Landlords must pass initial inspection within 15 days and re-inspections biennially. Phoenix, Mesa, Scottsdale, Glendale, Tempe, and Chandler operate separate housing authorities with their own waitlists.
Landlord-side violations (failing inspection, pocketing tenant rent, side payments) trigger MCHA contract termination and HUD debarment. Tenant-side fraud (unreported income, unauthorized occupants) leads to voucher termination and repayment agreements through MCHA Hearing Officer.
