Section 8 Housing Choice Vouchers in Dallas County are administered by several local public housing agencies under HUD rules. The Dallas County Housing Authority (DCHA) covers most suburbs and unincorporated areas, while the Dallas Housing Authority, Irving Housing Authority, Mesquite Housing Division, Plano Housing Authority, and Garland Housing Agency serve their respective cities. Voucher holders search for private rentals; once chosen, the agency executes a Housing Assistance Payment contract, conducts a Housing Quality Standards inspection, and pays a portion of rent directly. Tenants pay roughly 30 percent of adjusted income. Outside City of Dallas, no source of income protection applies, so landlords may legally refuse vouchers absent a federal contract.
Charging side payments above the HAP contract, failing HQS inspections without timely repairs, or retaliating against voucher participation violates HUD rules and the HAP contract. Refusing vouchers is generally lawful outside City of Dallas absent an SOI ordinance.
