Madison's proposed ordinance does not require the host to be present, but every STR must designate a Local Contact Person at least 21 years old with authority to manage the property, available 24/7 and required to respond on-site within 30 minutes of a complaint.
Under Section 9 of Ordinance 2026-201, each owner must designate one Local Contact Person who can assume management and take remedial measures while the property is rented. The owner may name themselves, a managing agent, agency, operator, or representative. The Local Contact Person must be at least 21 years old, available 24 hours a day, seven days a week, and must respond to the STR within 30 minutes after the city reports a violation or disturbance. Only one Local Contact Person may be designated at a time, and the owner must notify the city in writing of any change. The owner remains responsible for compliance.
Failure of the Local Contact Person to comply is deemed noncompliance by the owner and can lead to citation, fine, and permit suspension or revocation.
