Madison's proposed ordinance sets no annual night cap on how many nights an STR may rent. Its main quantity control is a citywide cap of 190 STR permits (0.75% of housing supply), issued first-come, first-served, and permits are annual.
Ordinance 2026-201 does not limit the number of nights per year a permitted STR may operate. Instead the city controls STR volume by capping total STR Operational Permits at three-quarters of one percent (0.75%) of Madison's total housing supply, equal to 190 permits, granted on a first-come, first-served basis. The City Council may adjust that cap year to year based on housing supply. Each STR permit is annual and effective from its issuance date, renewable by filing at least 30 days before expiration. A minimum-stay definition comes from state lodging tax (transient stays under 180 continuous days).
Operating without a permit once the 190-permit cap is reached is unlawful; enforcement includes citations, fines, and abatement of the STR as a public nuisance per se.
