Madison's proposed ordinance requires a certificate of insurance with at least $1,000,000 in liability and personal-injury coverage, via either a homeowner's-policy rider expressly covering STRs or a commercial STR policy, submitted with the permit application.
Section 5(B)(7) of Ordinance 2026-201 requires each applicant to submit a Certificate of Insurance proving current, valid liability insurance showing either a rider on a homeowner's policy that expressly covers STRs with a minimum of $1,000,000 in liability and personal-injury coverage, and/or a commercial insurance policy covering short-term rentals at the permitted address with the same $1,000,000 minimum. A commercial policy must state it will not terminate or be cancelled before the current permit period ends without 30 days' written notice to the city's Building Department. Insurance is a condition of both initial permit issuance and renewal.
Lack of qualifying insurance blocks permit issuance; a lapse or misrepresentation of coverage is grounds for suspension or revocation of the STR permit after notice and hearing.
