The UDO contains no requirement that a short-term-rental owner or manager be physically present during guest stays, because there is no STR program creating such a condition. Unhosted, whole-house rentals are permitted as residential use. A Bed and Breakfast is different: it is an owner- or manager-run lodging use that must obtain a Special Use Permit from the Zoning Board of Adjustment, and on-site presence is characteristic of that use. Hosts of ordinary STRs should still provide a responsive local contact for emergencies.
