While Florida Statute 509.144 lets vacation rental platforms substitute platform liability coverage, Pinellas County Sec. 138-3232 still requires operators to maintain general liability insurance covering bodily injury and property damage for guests using the rental. Proof of coverage, or a confirmation that the listing platform provides a qualifying policy, must accompany Certificate of Use applications and renewals. Pool, spa, and watercraft features trigger additional safety attestations under the certificate's life-safety section.
Operating without insurance violates Sec. 138-3232 conditions and can trigger Certificate of Use denial or revocation, plus uninsured exposure to negligence claims from injured guests under Florida tort law.
